In order to promote the transformation biological medicine scientific and technique transformation, to build a better undertaking of soft-ware environment of hatching service, to enable the entered enterprises to get a good development garden, the Management Regulation is made.

I. Standard for Enterprises Enterance:
[Article 1] the entered enterprises must be engageing in R&D, manufacture and sale of the biological medicine domain.
[Article 2] the enterprise project is Clear Title and feasible, and has a better market prospects.
[Article 3] the enterprise has enough capital essential to register the enterprise, make one's own management decisions and take full responsibility for one's own profits and losses , and bear civil liability independently.
[Article 4] the enterprise will not cause pollution, and the relevant examination and approval and environment appraise of environmental protection administrative institution construction project environmental impact, the discharged must reach the criteria of regulations of environmental protection as Chinese Atmosphere Pollutant Protection Standard , Chinese Prevention standard on Water Pollution and Treatment and Chinese environment prevention and curing standard on solid waste pollutants .
[Article 5] any project involves the respect of genetic engineering (including agricultural biological genetic engineering) should accord with Safety Administration Regulationon Genetic Engineering and fixed the requirements ofSafety Administration Implementation Regulation on Agricultural Biological GeneticEngineering
[Article 6] the enterprises should sign Incubation Agreement with Beijing Shangdi Bio-technology Develop Co. Ltd. Zhongguancun.

II. Procedure for Enterprises Enterance:

[Article 1] the following material should be submitted;
(1) Garden enterance application form;
(2) Project feasiblity report;
(3) Security appraisal report of project;
(4) Legal representative ID;
(5) Shareholder's background and proportion of share situation.

If legal representative or controlling shareholder are abroad-returned students, relevant materials about identified its abroad-returned is also needed (including passport, foreign academic certificate, abroad-returned students testify etc.).

The following materials are also need to be submitted by registered enterprises:
(1) The copy of business license replication;
(2) Corporation constitution and copy of Capital Verification Report;
(3) The near future financial statement of the enterprises;
(4) Copy of certificate of approval for new high-tech enterprise (limit with enterprises already approved).
[Article 2] qualification evaluation of the enterprises garden-enterance
(1) To carry on the first trial with the materials the entered-enterprises submitted and assessment and test;
(2) Final evaluation with the experts committee.
[Article 3] signed the associated entered documents
(1) The entered-enterprises sign Zhongguancun Bio-Medicine Garden Incubation Agreement with Beijing Zhongguancun Shangdi Bio-technology Develop Co. Ltd.;
(2) The entered-enterprises signZhongguancun Bio-Medicine Garden Tenancy Agreementwith Haidian Park Innovation Service Centre, Zhongguancun Science-technological Park
(3) The entered enterprises signLiability agreement on safety and fire controlwith property administrative department ofZhongguancun Bio-Medicine Garden;
(4) The entered enterprises sign The Safe Liability Statement of the Laboratory with property administrative department of Zhongguancun Bio-Medicine Garden; (Limit for enterprises with experiments in the laboratory).
[Article 4] pay relevant expenses according to Zhongguancun Bio-Medicine Garden Tenancy Agreement
[Article 5] go through such relevant registration procedures as the house transference, garden passport, parking card, resource consumer approval, etc.
III. the management of entered-enterprises:
[Article 1] the entered-enterprises must obey the related national laws and regulations, make sure to operate within the limits of the law, and accept the supervision and inspection of the law enforcement agencies;
[Article 2] the entered-enterprises must strictly observe every rules and regulations of the Garden;
[Article 3] the entered-enterprises should set up such healthy rules and regulations about business administration, personnel, technology, financial affairs, etc.
[Article 4] the entered-enterprises should send the progress of the project plan to the Garden regularly, and report relevant financial statements once every half a year;
[Article 5] the entered-enterprises should cooperate with Garden regular assessing and testing, and offer the relevant real data;
[Article 6] the entered-enterprises should pay house rent, property fee and other several expenses according to regulations;
[Article 7] the Garden has the right move it out with the following situation occurred to the entered enterprises:
(1) Illegal operation activities or law breaking ；
(2) The behavior of causing danger to the environment;
(3) There are serious noncompliances during carrying out the course of the agreement;
(4) normally to have no business to manage or develope for three months;
(5) Have not carried on business development according to management prospectus, and, has no new development plan at the same time.
IV. The regulation applies to all entered-enterprises and enterprises formed the hatching service relation with the Garden.
V. The regulation is explained by Shangdi Bio-technology Develop Co. Ltd. Zhongguancun, Beijing.
VI. The regulation is carried out since May 1st, 2005.
